Subject: Removes the Intermediary Report Requirement from the Adoption Process
 
I intend to reintroduce former House Bill 557, legislation that removes the requirement for the report of intermediary during the adoption process.

Constituents contacted me about the process to adopt a child in Pennsylvania, relating that it is cumbersome due to required paperwork and reports. The goal of my legislation is to remove the requirement of the report of intermediary during the adoption process. The report of the intermediary contains vital statistics about the birth parents and the child, financial information pertinent to the intermediary and medical history information. The report must be done by an agency or person that is acting as an intermediary between the adoptive parents and the birth parents. If an agency has not been used as an intermediary, the adoptive parents must solicit an agency or person as an intermediary to perform this function.

After reviewing the report of the intermediary, I determined that the information collected in this report could be provided during the petition for adoption. Much of the information required in the report of intermediary was again required for the petition for adoption.

My goal is that the deletion of this report will streamline the adoption process, thereby making it easier and less costly to adopt children awaiting families and homes.
