Description: Student Achievement Education Block Grant

Public school funding is the dominant topic of every budget, furthermore school district superintendents, school board members, and employees alike are frustrated by the shackles of the Commonwealth’s restrictive requirements at every level of education.  This is why I have authored the Student Achievement Education Block Grant modeled after Gov. Corbett’s proposed block in his 2012 budget.
 
This block grant will collapse the Basic Education Subsidy, Pupil Transportation Funding, Non Pupil Transportation Funding, and Social Security reimbursement line items into one block grant to provide maximum flexibility in school district budgets.  Every school district will receive the same reimbursements as last school year.  This will be a school district’s new base allocation.  Any NEW revenue distributed to the Student Achievement Education Block Grant shall be distributed by a foundation formula, in that every student shall receive the same funding of NEW revenue only.  This legislation will also carve out the intermediate units’ share of base allocation payments directly to them.

Description: Small Games of Chance Reforms

This legislation will repeal current prize limitations to ensure local charities, fire departments, and social clubs can raise as much revenue as they want.  Furthermore, this legislation will change the distribution of revenue for clubs with liquor license.  It will allow the clubs to continue to keep 30% of their small games of chance revenue, but will reduce the amount they need to pay out to charity to 50%.  The remaining 20% will be dedicated to the Student Achievement Education Block Grant to provide an additional $45 million to public education.
 
Please join me in supporting our local charities, fire departments, and veterans organizations to increase charitable giving and provide increased revenue to our public schools.

Description: Dedicated Public Education Revenue

As public school funding is the dominant topic of every budget and school districts anxiously await every budget season to find out their state allocation. Thus, I am proposing a new method of funding.
 
In the near future I will be introducing legislation to dedicate 1.2% of Personal Income Tax (PIT) revenue to the Student Achievement Education Block Grant in order to provide dedicated and stable revenue to public school districts, which will naturally provide inflationary yearly increases.  Since the Department of Revenue provides monthly reports on revenue collections, school districts will have a better method to determine yearly state funding.  This will in way prevent the General Assembly from appropriating additional funding.
 
By finding a funding source and dedicating it to public schools, schools will have better budgeting tools, increased revenue to help with inflationary costs, and remove the need to raise property taxes for inflationary costs.
 
Please join me in dedicating $200,000,000 to public education.
