Subject: Small Betting Pools
 
In the near future I will be introducing legislation amending Title 18 to allow for small betting pools, such as those that are popular during the Super Bowl and NCAA basketball tournament. Companion legislation is also being re-introduced in the Senate by Senator Lisa Boscola.

Under the letter of the law these pools are currently illegal, but I think that should change. The fact of the matter is there’s a Super Bowl pool in many businesses, bars, and government offices across the state and country. These pools offer harmless, light hearted fun.

In my legislative district I have many veterans organizations, volunteer fire companies, and social clubs that conduct betting pools in conjunction with special events such as the Super Bowl and the NCAA basketball tournament. Many of these clubs are struggling financially due to the economy, and we should be trying to help them increase patrons through participation in these pools. It upsets me that the LCB has been citing licensees for having these types of sports pools on their premises.

Under this legislation, betting pools will be limited to no more than 100 participants, with any entry fee amount capped at $20. Additionally, 100% of the winnings must go to either the winner(s) or a charitable organization, and the pool’s organizer will be prohibited from receiving any cut of the pool unless they are also a winner.
