Subject: Veterans Instant Lottery Ticket for VSO Grant Program
 

In the near future, I plan to introduce legislation amending Act 91 of 1971, known as The State Lottery Law, to establish an instant Pennsylvania lottery ticket for veterans to assist in funding the Veterans’ Service Office (VSO) Grant Program.

Under current law, older Pennsylvanians are the primary beneficiaries of lottery funding; due to the increasing age of the veteran population, a majority of our veterans are older Pennsylvanians. The primary purpose of the VSO Grant Program, established by Act 66 of 2007, is to assist veterans with their federal claims packets, ensuring that they receive the benefits they have earned. The merits of this program have a dynamic impact on lottery services, as every dollar secured in federal benefits reduces reliance on state benefit programs, consequently freeing up more moneys for our nonveteran older Pennsylvanians.

I am proposing this legislation to further assist our veterans in receiving the compensation and benefits they have earned by their service and sacrifice to this commonwealth and this country. It is both fitting and proper that those who put their lives on the line to serve our country should be afforded this assistance.

My proposal has received the endorsement of both the PA War Veterans Council and the PA State Veterans Commission. Both entities have moved to make this proposal one of their top legislative priorities for this Session.

It is necessary to amend the State Lottery Law to further provide for our aging veterans population. Please join me in sponsoring this important legislation.
