Subject: Slot Machine Winnings Intercept Legislation
 
I am planning to introduce legislation which will amend the Domestic Relations Code (Title 23) to permit the interception and attachment of slot machine winnings to satisfy delinquent support obligations.
The Internal Revenue Service mandates that any individual winning $1,200 or more from slot machines must complete Form W-2G. My bill provides that upon completion of this form, the information will be utilized by the licensed gaming entity or slot machine licensee to determine whether a slot machine winner is a delinquent support obligor prior to making any winnings payment. A lien search will be run through the Department of Public Welfare and if the winner is a delinquent obligor who has won more than $1,200, the amount of any arrearages will be deducted from the slot machine winnings and paid to the child or children.
State and federal laws currently provide for the intercept of tax refunds, lottery winnings and monetary awards received from personal injury and workers’ compensation claims to pay delinquent child support obligations. Currently, there is no law providing for the collection of overdue support from gambling proceeds.
