Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 30, 2013 01:20 PM
From: Representative Dick L. Hess
To: All House members
Subject: Flag Etiquette Education (HB 2126 of 2011-12 Session)

I plan to reintroduce legislation ensuring that appropriate instruction in the proper care and respect for the United States flag is provided to students in Pennsylvania public schools.

This requirement is provided while giving school districts the flexibility to offer such instruction during a school day or days in an assembly or classroom setting. By requiring that such instruction be offered annually to the lowest grade level in a school building, this legislation would likely provide three times throughout a student’s school years that instruction in the proper care and respect for the United States flag would be provided. For example, in a school district that has buildings separated by grades K-4, 5-8 and 9-12, a student would receive instruction in kindergarten, fifth and ninth grades, ensuring that knowledge of the proper treatment of the flag is regularly refreshed throughout a student’s education.
