I plan to introduce legislation that will repeal the Department of Public Welfare’s Human Services Block Grant Program. My county Human Services Flexibility Grant legislation will replace the Block Grant with a simplified and less costly method for counties to reallocate left over human services money at the local level. It is important that we address the counties’ need for flexibility with using unexpended human services money and I believe that my legislation accomplishes that goal. The current Block Grant pits health and human services and the affected individuals and families seeking help against one another for funding. (Services for mental illnesses, intellectual and physical disabilities, addiction treatment, children and youth, behavioral health and homeless assistance.) In addition, the current Block Grant requires many unnecessary changes in local structures and procedures, some duplication and also appears to involve new administrative spending. In contrast, my proposal will decrease the administrative burden and provide a simple and less complicated method of reallocation. My legislation will also assure that every penny allocated for human services will go to provide care to people in need. |
