Subject: Impact Fees (Former HB 454)
 
Former House Bill 454 would amend the “Pennsylvania Municipalities Planning Code” to authorize municipalities and school districts to impose development impact fees.

Under my legislation, municipalities or school districts considering the adoption of development impact fees would need to conduct needs assessment for the type public facilities or capital improvements requires by new residential, commercial or industrial development. Such new development would then be assigned a fee based on the proportionate share of the cost of new public facilities. For the purposes of this bill, public facilities would include public schools, police stations, fire houses, parks and other recreation facilities.
