I am preparing to introduce legislation that will allow career and technical schools to be eligible for Education Improvement Tax Credit (EITC) programs in the same manner as other public schools. Career and technical education (CTE) plays a vital role in Pennsylvania’s public education system and is an essential component of the Commonwealth’s economic and workforce development. By equipping students with core academic skills, employability skills, and job-specific, technical skills, CTE prepares individuals to be both “college- and career-ready”. This dual approach to education provides the training necessary for many well-paying, sustainable careers found in today’s workplace. CTE is not only a valuable resource for individuals preparing to enter the workforce for the first time, but also for those who are searching for a new career path. The federal VOW (Veterans Opportunity to Work) to Hire Heroes Act of 2011 included the Veterans Retraining Assistance Program, which provides unemployed veterans with up to 12 months of assistance for technical training and education. Under current law, the ability of career and technical schools to receive EITC donations from education improvement organizations (EIO) varies. While school districts are able to receive donations for career and technical programs within their schools and for individual district-run schools, and the Pennsylvania Career and Technical Association (PACTA) is able to distribute donations from the state association’s EIO, there are other career and technical schools that are not eligible to benefit from donations made specifically for that school.
