Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: January 11, 2013 11:55 AM
From: Representative Neal P. Goodman and Rep. Ronald G. Waters
To: All House members
Subject: Prohibit Private Companies from Operating Correctional Facilities (former HB 1784)

In the near future, we will be introducing legislation that was introduced last session to prohibit private companies from operating state correctional facilities in Pennsylvania.

Like Pennsylvania, states across the nation are grappling with significant budget deficits and are looking at prison costs as a major target for reductions. Some are even turning to privatization of prisons as a way to trim budgets.

We have major concerns about such proposals and do not think privatization of prisons should be an option in Pennsylvania. The potential for problems is too great, particularly in the areas of security and the safety of the public, as well as oversight of Pennsylvania tax dollars. For these reasons, we are introducing this bill to prohibit the privatization of any state correctional facility in Pennsylvania.
