MEMORANDUM

Posted: January 11, 2013 11:06 AM
From: Representative Neal P. Goodman
To: All House members
Subject: Increasing the Grading for the Offense of Luring a Child into a Vehicle (former HB 1031)

In the near future, I plan to re-introduce legislation from last session amending Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes to increase the grading for an offense under Section 2910 - Luring a child into a motor vehicle or structure.

Currently, the offense of luring or attempting to lure a child into a motor vehicle or structure is a misdemeanor of the first degree. I believe this grading is inadequate and not enough of a deterrent. There continues to be a great number of reports of adults attempting to lure children into vehicles in this state, including in my own district.

We must do more to prevent these attempts and to protect our children. For this reason, my legislation would increase the penalty for luring or attempting to lure a child into a vehicle or structure by making it a felony of the third degree.
