In the near future, I will be reintroducing legislation from last session amending Title 24 (Education) of the Pennsylvania Consolidated Statutes to provide two additional school retirees with a seat on the Public School Employees’ Retirement Board. This is being introduced at the request of the Pennsylvania Association of School Retirees (PASR) to provide annuitants the same board representation as active professionals currently have. In addition, to reflect a compromise with the PA School Boards Association, the changes provide school boards one additional representative on the board, so that the school boards, annuitants, and active professionals would each have 3 representatives. To ensure this balance is not disrupted, the legislation also stipulates that the governor’s appointees may not be current or former school employees or officers or employees of the State, and it provides the Governor one additional appointee to maintain an odd number of board members. Finally, the legislation also permits all members of the Board to designate alternates from their membership to attend meetings in their place.
