Subject: County of Residence Designation for Vehicle Registration (Prior HB 926)
 
In the near future, I plan to reintroduce legislation that would require the Pennsylvania Department of Transportation to add a “County of Residence” section on its Vehicle Registration form. I have proposed this legislation to eliminate any confusion as to whether or not a vehicle registered in the Commonwealth is required to have an annual emissions inspection in addition to the annual safety inspection.

Currently, residents of 42 counties, including Crawford County, which I represent, are not required to have emissions inspections conducted on their vehicles. However, some Crawford County residents who share a Zip Code with Mercer County residents have received notice that they, like Mercer County residents, must have the emissions inspection done.

The confusion has arisen because the vehicle registration form does not include a section to identify “County of Residence.” Adding such a section would be a solution to the problem.
