Subject: Selective Service Requirement for Driver's Licenses
 
Federal law mandates male citizens to register with the federal Selective Service System (SSS) when they reach the age of 18. Pennsylvania is one of the few states who have not enacted legislation to link SSS registration with the process of applying for a driver’s license. Those who fail to register with SSS become ineligible to receive certain programs and benefits like student loans and grants for college, most government jobs, and job training. Under federal law, failure to register is considered a felony and subjects young men to a maximum fine of $250,000 and/or up to five years imprisonment.

I will be reintroducing legislation (House Bill 700 from last Session) to allow all male applicants between the ages of 18 and 26 who apply for a driver’s license or learner’s permit to register with the federal Selective Service System (SSS). For those who do not wish to register, there will be a check-off box be included on the PennDOT allowing them to opt out.
