Subject: PLCB Safe Ride Home Program
 
In the near future, I will be introducing legislation amending the Liquor Code to require the Pennsylvania Liquor Control Board to establish a statewide Safe Ride Home Program. Under my proposal, the Safe Ride Home Program would provide transportation home for an intoxicated person and would be funded by revenues collected by a fee assessed on liquor licensees that serve alcohol by the drink.

According to the National Highway Traffic Safety Administration (NHTSA), there were more than 400 alcohol-impaired driving fatalities in 2011. Mothers Against Drunk Driving (MADD) estimates that DUI-related fatalities accounted for 32% of total traffic deaths in the Commonwealth in 2011, and that the state subsidy for drunk driving fatalities totaled an estimated $2.19 billion in that same year.

These staggering numbers are both sad and alarming. We must examine ways to reduce the number of DUI-related injuries and death in our state. Providing patrons with an alternative to getting behind the wheel while intoxicated is one step we can take in that direction. Please join me in co-sponsoring this important legislation.
