|Subject:||Request to Cosponsor - Legislation Providing for Screening for Illegal Drugs (prior HB2039 - Session of 2011)|
|In the near future, I plan to reintroduce legislation that will amend the Public Welfare Code that will direct the Department of Public Welfare to develop and implement a drug test and retest program to screen applicants and recipients of public assistance.
Introduced in November 2011 as HB2039, this legislation will require all applicants and recipients to be screened for illegal drugs in order to be eligible for public assistance. The legislation further removes provisions for individuals who have been convicted of a felony for a drug related offense. In addition, this legislation directs the Department to appoint a protective payee to receive public assistance on behalf of children of the applicant or recipient who is denied public assistance due to failing a drug test or retest.
