MEMORANDUM

Posted: December 31, 2012 02:09 PM
From: Representative Frank Burns
To: All House members
Subject: Prohibiting Systematic Vehicle Inspections for Motorcycle Only Checkpoints

In the near future, I plan to introduce legislation which would amend Title 75 to prohibit motorcycle only checkpoints.

Motorcycle only checkpoints are a controversial and unproven method of addressing motorcyclist safety. Targeting a single group of road users because of their chosen method of travel is simply unfair and unacceptable. The riding community would be better served if these limited federal dollars were used to augment and expand proven existing motorcycle awareness and safety programs.

This legislation would amend Title 75 §4704 and §6308 to prohibit the implementation of systematic vehicle inspection programs that target only a particular type of vehicle. This legislative package would place Pennsylvania in line with numerous states including New Jersey, California, New Hampshire, and Illinois that have already taken this step.
Adopting this legislation will help to ensure that no motorists will be targeted based solely on their chosen mode of transportation. Please join me in supporting this much needed legislation.

Please join me in co-sponsoring this legislation.
