MEMORANDUM

Posted: December 26, 2012 10:41 AM
From: Representative William C. Kortz, II
To: All House members
Subject: Co-Sponsorship Request – Amending the Election Code to Clarify Acceptable Forms of Identification (Former HB 2490)

In the near future, I plan to re-introduce House Bill 2490 of the 2011-2012 Legislative Session, which will amend the Election Code to clarify and broaden the criteria governing acceptable forms of voter identification in Pennsylvania.

Due to the passage of the Voter ID Act, individuals are now required to present acceptable forms of identification prior to casting their vote in the Commonwealth. In some cases, obtaining the required Voter ID documentation can be a burdensome task, especially among minority and senior voters. Moreover, the current provisions of the Voter ID Act may restrict state retirees and military veterans from voting, due to the lack of an expiration date, despite the fact that these individuals were fingerprinted, underwent an extensive background check, or received an Honorable Discharge from the United States Military.

My legislation, which amends the Election Code, broadens the range of exceptions related to expiration dates and government issued identification. This legislation creates additional exceptions for identifications that do not contain an expiration date including any documentation issued by a Commonwealth agency, a Federal agency, a Pennsylvania municipality, an agency or reserve components of the Armed Forces of the United States, an accredited Pennsylvania public or private institution of higher learning or a Pennsylvania care facility, regardless of the expiration date.

Please join me in co-sponsoring this important legislation.
