  RICHARD D. WINTERS BRIDGE, AMVETS POW-MIA MEMORIAL BRIDGE, RUSSELL P.
 LETTERMAN WILD AREA AND VIETNAM VETERANS MEMORIAL HIGHWAY - DESIGNATIONS

                                  AN ACT

     Designating SR 65 in the vicinity of Leetsdale, Allegheny
        County, as the James E. Russo Highway; designating the bridge
        carrying State Route 2096 over the Youghiogheny River in the
        City of McKeesport, Allegheny County, as the Senator Albert
        V. "Bud" Belan Bridge; designating the SR 0322 bridge over
        the Swatara Creek between Derry and Swatara Townships in
        Dauphin County as the Major Richard D. Winters Bridge;
        designating the bridge on the portion of SR 222 southbound
        crossing the Conestoga River in Lancaster County as the
        AMVETS POW-MIA Memorial Bridge; designating the Sproul State
        Forest in Clinton County as the Russell P. Letterman Wild
        Area; and designating a section of State Route 22 in Mifflin
        County as the Vietnam Veterans Memorial Highway.

        The General Assembly of the Commonwealth of Pennsylvania
     hereby enacts as follows:

     Section 1.  James E. Russo Highway.
        (a)  Declaration of policy.--The General Assembly finds and
     declares that:
            (1)  James E. Russo served as an Allegheny County
        district justice for 29 years.
            (2)  Judge Russo was appointed as the first district
        justice to serve on the former Judicial Conduct Board,
        predecessor to the Court of Judicial Discipline of
        Pennsylvania, in 1998.
        (b)  Designation.--State Route 65 in the vicinity of
     Leetsdale, Allegheny County, shall be designated as the James E.
     Russo Highway in honor of the late James E. Russo.
        (c)  Signs.--The Department of Transportation shall erect and
     maintain signs which shall display the name of the highway
     designated in subsection (b) at each end of the designated
     segment.
     Section 2.  Senator Albert V. "Bud" Belan Bridge.
        (a)  Findings.--The General Assembly finds and declares as
     follows:
            (1)  Senator Albert V. "Bud" Belan served in the General
        Assembly from 1989 through November 2000, having been elected
        to three consecutive terms as a State Senator.
            (2)  Along with his many years of service to the
        Commonwealth, Senator Belan had previously served as a police
        officer in West Mifflin Borough and a district justice.
        (b)  Designation.--The bridge carrying State Route 2096 over
     the Youghiogheny River in the City of McKeesport, Allegheny
     County, is designated and shall be known as the Senator Albert
     V. "Bud" Belan Bridge.
        (c)  Signs.--The Department of Transportation shall erect and
     maintain signs which shall display the name of the bridge
     designated in subsection (b) at each end of the bridge.
     Section 3.  Major Richard D. Winters Bridge.
        (a)  Declaration of policy.--The SR 0322 bridge over the
     Swatara Creek on Paxton Street between Derry and Swatara
     Townships in Dauphin County is hereby designated as the Major
     Richard D. Winters Bridge.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs to indicate the designation in
     subsection (a).
     Section 4.  AMVETS POW-MIA Memorial Bridge.
        (a)  Designation.--The bridge located on that portion of SR
     222 southbound over the Conestoga River in Lancaster County is
     designated as the AMVETS POW-MIA Memorial Bridge.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs displaying the designated name of the
     bridge on the bridge.
     Section 5.  Russell P. Letterman Wild Area.
        (a)  Designation.--The 4,959 acres of the Sproul State Forest
     in northwestern Clinton County now known as the Fish Dam Wild
     Area is hereby designated and shall be known as the Russell P.
     Letterman Wild Area.
        (b)  Signs.--The Department of Conservation and Natural
     Resources shall erect and maintain signage that it deems
     appropriate, which shall display the name of the Russell P.
     Letterman Wild Area.
     Section 6.  Vietnam Veterans Memorial Highway.
        (a)  Designation.--State Route 22 in Mifflin County, segment
     number eastbound 432, offset 0000, and westbound 433, offset
     0000, tying into State Route 22, segment 542 eastbound, offset
     0000, and segment 543 westbound, offset 0000, is hereby
     designated as the Vietnam Veterans Memorial Highway.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs to indicate the designation under
     subsection (a).
     Section 7.  Effective date.
        This act shall take effect in 60 days.
