            HIGHWAYS, BRIDGES AND INTERCHANGES - DESIGNATIONS

                                  AN ACT

     Designating Exit 60B in Robinson Township, Allegheny County, on
        Interstate Route 79 as the Trooper Todd C. Kelly Memorial
        Interchange; designating a certain exit from State Route 283
        in Lower Swatara Township, Dauphin County, as the Franklin D.
        Linn Interchange; designating a bridge on State Route 2016
        over Aughwick Creek in Cromwell Township, Huntingdon County,
        as the Charles Price Bridge; designating the portion of State
        Route 1006 in Lewis Township, Northumberland County, as
        Rovendale Drive; designating a certain bridge on SR 513 in
        Bensalem Township, Bucks County, as the Bensalem Veterans
        Memorial Bridge; designating a portion of State Route 901 in
        Schuylkill County as the Pottsville Maroons Highway;
        designating a portion of Route 441 North in East Donegal
        Township, Lancaster County, Pennsylvania, as the Spangler
        Highway; designating a bridge on that portion of State Route
        259 over the Conemaugh River between Robinson, Indiana
        County, and the Borough of Bolivar, Westmoreland County, as
        the Wesley E. Dodson Bridge; designating a bridge on that
        portion of State Route 1014 over the Susquehanna River,
        Watsontown Borough, Northumberland County, as the Nurse Helen
        Fairchild Memorial Bridge; designating a portion of U.S.
        Route 522 in Snyder and Mifflin Counties as the Disabled
        American Veterans Highway; and designating a road in
        Springville Township, Susquehanna County, as West Nicholson
        Road.

        The General Assembly of the Commonwealth of Pennsylvania
     hereby enacts as follows:

        Section 1.  Trooper Todd C. Kelly Memorial Interchange.
        (a)  Declaration of policy.--The General Assembly finds and
     declares as follows:
            (1)  Todd C. Kelly was born October 31, 1958, graduated
        from Lincoln High School and enlisted in the Pennsylvania
        State Police in June 1985.
            (2)  Trooper Kelly spent virtually all of his career with
        Troop "B," Findlay Station, where he was assigned to the
        Patrol Unit.
            (3)  Trooper Kelly received a Troop Commander's Letter of
        Commendation for his actions during a police pursuit of a
        stolen truck on August 28, 2000.
            (4)  Trooper Kelly served this Commonwealth with
        distinction until his death on November 7, 2001, after being
        struck by a vehicle while removing debris from Interstate
        Route 79. Trooper Kelly was removing a 73-pound, 44-inch long
        solid steel bar which posed a serious threat to public
        safety.
        (b)  Designation.--The interchange in Robinson Township,
     Allegheny County, known as Exit 60B on Interstate Route 79 is
     hereby designated as the Trooper Todd C. Kelly Memorial
     Interchange.
        (c)  Signs.--The Department of Transportation shall erect
     appropriate signs to indicate the designation under subsection
     (a).
     Section 2.  Franklin D. Linn Interchange.
        (a)  Designation.--The exit ramp within the following
     segments:
            (1)  eastbound SR 0300 (State Route 283) Segment
        0060/0000 to Segment 0070/0000; and
            (2)  westbound SR 0300 (State Route 283) Segment
        0071/0000 to Segment 0061/0000;
     to North Union Street, Lower Swatara Township, Dauphin County,
     is hereby designated and shall be known as Franklin D. Linn
     Interchange.
        (b)  Signs.--The Department of Transportation shall in
     appropriate locations erect and maintain signs displaying the
     name designated under subsection (a).
     Section 3.  Charles Price Bridge.
        (a)  Designation.--The bridge that carries State Route 2016,
     Segment 50, over Aughwick Creek, just north of Rockhill Borough,
     Cromwell Township, Huntingdon County, is hereby designated and
     shall be known as the Charles Price Bridge.
        (b)  Signs.--The Department of Transportation shall erect in
     appropriate locations and maintain appropriate signs displaying
     the name designated under subsection (a).
     Section 4.  Rovendale Drive.
        (a)  Designation.--The section of State Route 1006 in Lewis
     Township, Northumberland County, is hereby designated Rovendale
     Drive.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs displaying the name of the road to
     traffic in both directions on the highway.
     Section 5.  Bensalem Veterans Memorial Bridge.
        (a)  Designation.--The bridge over Poquessing Creek on SR 513
     in Bensalem Township, Bucks County, is hereby designated and
     shall be known as the Bensalem Veterans Memorial Bridge.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain signs, which shall display the name of the bridge
     designated in subsection (a), at each end of the bridge.
     Section 6.  Pottsville Maroons Highway.
        (a)  Designation.--That portion of State Route 901 within the
     City of Pottsville, Minersville Borough and Branch Township,
     Schuylkill County, is designated and shall be known as the
     Pottsville Maroons Highway.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain signs along the corridor to signify this designation.
     Section 7.  Spangler Highway.
        (a)  Designation.--The section of Route 441 East Donegal
     Township, Lancaster County, beginning at the Chickies Creek
     Bridge at the bottom of Chickies Hill on Route 441 North through
     East Donegal Township to the intersection of Routes 743 and 441
     is hereby designated and shall be known as the Spangler Highway.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain road signs, which shall display the name of Spangler
     Highway, at the beginning and the end of the section of the
     highway designated in subsection (a).
     Section 8.  Wesley E. Dodson Bridge.
        (a)  Designation.--The bridge located on that portion of
     State Route 259 over the Conemaugh River between Robinson,
     Indiana County, and the Borough of Bolivar, Westmoreland County,
     is hereby designated and shall hereafter be known as the Wesley
     E. Dodson Bridge.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs at each end of the bridge bearing
     this designation.
     Section 9.  Nurse Helen Fairchild Memorial Bridge.
        (a)  Designation.--The bridge located on State Route 1014 in
     Watsontown Borough, Northumberland County, over the Susquehanna
     River is hereby designated the Nurse Helen Fairchild Memorial
     Bridge.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs displaying the name of the bridge to
     traffic in both directions on the bridge.
     Section 10.  Designation of Disabled American Veterans Highway.
        (a)  Designation.--The section of U.S. Route 522 from
     Selinsgrove, Snyder County, to Lewistown, Mifflin County, is
     designated and shall be known as the Disabled American Veterans
     Highway.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain signs in both directions along the corridor to signify
     this designation.
     Section 11.  West Nicholson Road.
        (a)  Designation.--The section of State Road 3017 in
     Springville Township, Susquehanna County, from segment 0010 to
     0080 is hereby designated West Nicholson Road.
        (b)  Signs.--The Department of Transportation shall erect and
     maintain appropriate signs displaying the name of the road to
     traffic in both directions on the road.
     Section 12.  Effective date.
        This act shall take effect in 60 days.
