CONTROLLERS AND COMMISSIONERS OF PHILADELPHIA SELL OR CONVEY PROPERTY
                 Act of Apr. 14, 1828, P.L. 458, No. 196              Cl. 11
                                  AN ACT

     To enable the controllers of the public schools, for the city
        and county of Philadelphia, and the commissioners of said
        county, to sell and convey certain real estate.

        Section 2.  Establishment of kindergartens
        The said controllers (the "controllers of the public schools
     for city and county of Philadelphia," subsequently designated
     the "board of public education.") are hereby authorized,
     whenever they shall think proper, to establish schools for the
     instruction of children under five years of age, and the moneys
     expended in the establishment and support of these schools shall
     be provided for and paid in the same manner as is now, or shall
     hereafter be directed by law, with respect to the other public
