A RESOLUTION
Urging the Congress of the United States to expeditiously
advance rail safety improvements legislation.
WHEREAS, Rail travel is an essential part of our
transportation infrastructure, reducing congestion on the roads
and in the skies, connecting cities and rural communities and
providing a more environmentally friendly mode of transportation
that contributes to our energy security; and
WHEREAS, Projections of the United States Department of
Transportation show substantial increases in rail transport over
the next three decades; and
WHEREAS, As advanced technology helps build quieter, longer
and faster trains, the necessity to regulate these innovations
to protect individuals, the environment and property becomes
increasingly urgent; and
WHEREAS, In the United States, a person or vehicle is hit by
a train approximately every three hours; and
WHEREAS, While crossing collisions have been reduced over the

past four decades, there were still 274 crossing fatalities in
2022; and
WHEREAS, Trespassing is an even larger danger, resulting in
1,208 deaths and injuries in 2022; and
WHEREAS, On February 3, 2023, a Norfolk Southern train
derailed in East Palestine, Ohio, which is located near the
Ohio-Pennsylvania state line; and
WHEREAS, The Federal Rail Administration is the Federal
agency responsible for regulating the safety of the nation's
railroad system and has been actively assisting with the
investigation in East Palestine; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to expeditiously advance rail safety improvements
legislation; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the presiding officers of each house of Congress and to each
member of Congress from Pennsylvania.
