A CONCURRENT RESOLUTION
Recognizing the month of December 2022 as "National Giving
Month" in Pennsylvania.
WHEREAS, Robust donation and service to charities, social
causes and those in need strengthens social bonds and is an
important part of a healthy and just community, state, country
and world; and
WHEREAS, Various charitable endeavors within civil society
have given way to great alleviation in human suffering; and
WHEREAS, These successes include the soon expected
eradication of Guinea worm disease, from 3.5 million cases in
1985 to nine cases today, as well as funding the creation of the
polio vaccine to bring to heel a disease that once afflicted
countless people; and
WHEREAS, In 2021, Americans donated a record $410.2 billion
to charity; and
WHEREAS, In addition to helping the beneficiaries of
charitable giving, charitable giving has positive impacts on the

donors; and
WHEREAS, A University of Oregon study showed that people
activated the pleasure centers of their brains when they choose
to donate their time or money to charity; and
WHEREAS, A 2013 study demonstrated lower risk of high blood
pressure for those who donate their time or money to charity;
and
WHEREAS, Those who donate money to charity, even in small
sums, feel wealthier; and
WHEREAS, When parents donate to charity, their children are
more likely to be generous; and
WHEREAS, Participating in gift drives and other charitable
endeavors during the holidays are a great way to get into the
spirit of the holiday season; and
WHEREAS, On average, about a third of all charitable giving
occurs in December and a tenth of all charitable giving occurs
in the last three days of December; and
WHEREAS, "National Giving Month" is a nationwide campaign to
officially recognize December as a month for charity and
generosity; and
WHEREAS, Thousands of supporters across the country,
including in Pennsylvania, have signed a petition urging the
Congress of the United States to acknowledge December as
"National Giving Month"; and
WHEREAS, Pennsylvania can lead the way in this noble cause;
and
WHEREAS, It is in the best interest of Pennsylvania to have a
strong and robust tradition of charitable giving, especially
over the holiday season; and
WHEREAS, Acknowledging those who give to charity and

celebrating the spirit of generosity encourages others to give;
therefore be it
RESOLVED (the Senate concurring), That the General Assembly
recognize the month of December 2022 as "National Giving Month"
in Pennsylvania.
