AN ACT
Designating the boat access located on the West Branch of the
Susquehanna River in Muncy Creek Township, Lycoming County,
as the Representative Garth Everett Muncy Access Area.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Representative Garth Everett Muncy Access Area.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Garth David Everett was born January 28, 1954, in
Montoursville.
(2) After graduating from The Pennsylvania State
University in 1976, Representative Everett served as a
navigator in the United States Air Force for more than 20
years before retiring as a lieutenant colonel in 1997.
(3) After he graduated from The Pennsylvania State
University Dickinson Law School in 2000, Representative
Everett worked as a solicitor for municipalities in Lycoming

County.
(4) In 2007, he was elected to the House of
Representatives by the 84th district and remained their
representative until his retirement in 2020.
(5) Representative Everett championed the creation of a
new boat access area to replace the previous one on the West
Branch of the Susquehanna River in Muncy Creek Township,
Lycoming County.
(6) Sadly, on January 28, 2023, he passed away after a
courageous battle against cancer on his 69th birthday.
(7) Although he never got to see the boat access area
completed, the memory of his dedication to his community will
be remembered when the access area opens later in 2023.
(b) Designation.--The boat access, identified as the boat
access on the West Branch of the Susquehanna River in Muncy
Creek Township, Lycoming County, is designated the
Representative Garth Everett Muncy Access Area.
(c) Signs.--The Pennsylvania Fish and Boat Commission shall
erect and maintain appropriate signs displaying the name of the
boat access.
Section 2. Effective date.
This act shall take effect in 60 days.
