AN ACT
Amending the act of July 10, 1986 (P.L.1396, No.121), entitled
"An act authorizing the use of State funds to expand a
special supplemental food program for women, infants and
children," further providing for program operation; and
making an appropriation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 5(a) of the act of July 10, 1986
(P.L.1396, No.121), known as the Women's, Infants' and
Children's Nutrition Improvement Act, is amended AND THE SECTION
IS AMENDED BY ADDING A SUBSECTION to read:
Section 5. Program operation.
(a) Eligibility of participants.--Participants in the WIC
Program enrolled through the use of [funds] money available
under the State supplement shall be subject to the same
eligibility criteria prescribed by the Federal Government for
the existing WIC Program. For purposes of WIC Program

eligibility, an applicant shall have the option to
electronically submit documentation to a local WIC Program
agency prior to the applicant's eligibility appointment in a
manner prescribed by the department and described in a
promulgated regulation.

(C) SECURITY MEASURES.--THE DEPARTMENT SHALL ESTABLISH
SECURITY MEASURES TO PROTECT THE PERSONAL INFORMATION OF
PARTICIPANTS IN THE WIC PROGRAM AND PREVENT FRAUDULENT ACTIVITY
IN THE USE OF WIC BENEFITS.
Section 2. The sum of $12,000,000 is appropriated to the
Department of Health for the purposes of technological
improvements or enhancements for program operations of the food
program for women, infants and children, including efficacy and
efficiency and incorporating the use of technology and
modernization tools that remove barriers for persons eligible
for WIC and creating the potential to allow participants to load
benefits remotely and purchase WIC benefits online.
Section 3 2. This act shall take effect in 60 days.
