A RESOLUTION
Amending the Rules of the Senate, further providing for bills.
RESOLVED, That Senate Rule 12(d) be amended to read:
Rule 12. Bills.

(d) Consideration of bills.--
(1) Every bill shall be considered on three different
days in each House. All amendments made thereto shall be
available pursuant to Rule 13(a)(2) for the use of the
members before the final vote is taken on the bill. Upon
written request addressed to the presiding officer of the
Senate by at least 25% of the Members elected to the Senate,
any bill shall be read at length in that House. No bill shall
become a law, unless on its final passage the vote is taken
by yeas and nays, the names of the persons voting for and
against it are entered on the Journal, and a majority of the
Members elected to each House is recorded thereon as voting
in its favor.

(2) Every bill that receives a majority of co-
sponsorship support from the Majority Party and a majority of
co-sponsorship support from the Minority Party shall be
reported out of standing committee, considered on three
separate days and receive a vote on final passage.
(3) Bills that originate in the House and are reported
unanimously to the Senate shall be reported out of standing
committee, be considered on three separate days and receive a
vote on final passage.
