AN ACT
Amending Title 74 (Transportation) of the Pennsylvania
Consolidated Statutes, in turnpike, further providing for
definitions and for electronic toll collection.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The definition of "electronic toll collection" in
section 8102 of Title 74 of the Pennsylvania Consolidated
Statutes is amended and the section is amended by adding
definitions to read:
§ 8102. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Account processor." A third-party organization that
processes accounts and transactions through electronic funds
transfer for the payment of tolls on behalf of an operator of a
vehicle and the commission.
"Alternative electronic payment options." The payment of

tolls or charges levied by the commission through the use of an
account processor designated by the vehicle operator and
approved by the commission that may include a credit and debit
card network or platform, mobile payments, bank transfers,
digital wallets, peer-to-peer money transfer systems and
cryptocurrencies.

"Electronic toll collection." A system of collecting tolls
or charges that is capable of charging an account holder or
other vehicle operator through the use of alternative electronic
payment options for the prescribed toll by electronic
transmission of information between a device on a vehicle and a
device in a toll lane at a toll collection facility.

Section 2. Section 8117 of Title 74 is amended by adding a
subsection to read:
§ 8117. Electronic toll collection.

(d.1) Payment of tolls using alternative electronic payment
options.-- The commission shall establish and maintain a system
for the payment of tolls or charges by an operator of a vehicle
using alternative electronic payment options by contracting with
or approving for use one or more account processors.

Section 3. This act shall take effect in 60 days.
