AN ACT
Amending the act of December 18, 1984 (P.L.1005, No.205),
entitled "An act mandating actuarial funding standards for
all municipal pension systems; establishing a recovery
program for municipal pension systems determined to be
financially distressed; providing for the distribution of the
tax on the premiums of foreign fire insurance companies; and
making repeals," in revisions applicable to municipal pension
fund financing, further providing for revision of financing
from State revenue sources, general municipal pension system
state aid program; and, in foreign fire insurance tax
distribution, further providing for definitions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 402 of the act of December 18, 1984
(P.L.1005, No.205), known as the Municipal Pension Plan Funding
Standard and Recovery Act, is amended by adding a subsection to
read:
Section 402. Revision of financing from State revenue sources;
General Municipal Pension System State Aid Program.

(k) Definitions.--As used in this section, the following
words and phrases shall have the meanings given to them in this
subsection unless the context clearly indicates otherwise:

"Municipality." For the purposes of this section, the term
includes a regional planning commission that meets all of the
following:
(1) Is not part of a county government.
(2) Has a separate pensions system for employees of the
regional planning commission.
(3) Has employees who are not county employees.
Section 2. The definition of "municipality" in section 702
of the act is amended to read:
Section 702. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:

"Municipality." Any city, borough, incorporated town,
township or other similar unit of government created pursuant to
the act of April 13, 1972 (P.L.184, No.62), known as the Home
Rule Charter and Optional Plans Law, and the act of April 21,
1949 (P.L.665, No.155), known as the First Class City Home Rule
Act. The term includes a regional planning commission that:
(1) Is not part of a county government.
(2) Has a separate pensions system for employees of the
regional planning commission.
(3) Has employees who are not county employees.

Section 3. This act shall take effect in 60 days.
