A RESOLUTION
Urging the Congress of the United States and the United States
Environmental Protection Agency to take action and end
regulations relating to vehicle emissions testing.
WHEREAS, The Congress of the United States enacted the Clean
Air Act in 1970, which authorized the United States
Environmental Protection Agency (EPA) to establish the National
Ambient Air Quality Standards to protect public health and
welfare and to regulate emissions of hazardous air pollutants;
and
WHEREAS, Federal and state regulations have been promulgated
under the Clean Air Act to limit emissions and regulate air
pollution; and
WHEREAS, The EPA works with its Federal, state and tribal
regulatory partners through a comprehensive clean air compliance
monitoring program to ensure that regulated communities obey
environmental laws and regulations through inspections and tools
to help meet environmental regulatory requirements; and
WHEREAS, In October 1995, the Commonwealth announced

Pennsylvania's decentralized Vehicle Emissions Inspection and
Maintenance Program that was designed to meet this
Commonwealth's regional clean air goals; and
WHEREAS, By June 2004, 25 counties implemented a vehicle
emission testing program, bringing this Commonwealth into
compliance with the Clean Air Act; and
WHEREAS, Electric vehicles and diesel-powered vehicles are
federally exempt from the Vehicle Emissions Inspection and
Maintenance Program; and
WHEREAS, Vehicle emissions tests are no longer effective at
reducing air pollution due to new, fuel-efficient vehicles and a
heightened focus and promised manufacturing support on fuel-
efficient vehicles; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States and the United States Environmental Protection Agency to
take action and end regulations relating to vehicle emissions
testing; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Governor to petition the
Congress of the United States, the United States Department of
Transportation and the United States Environmental Protection
Agency to consider legislation or regulations that would reform,
or end, emissions testing and eliminate unnecessary barriers
that are being inflicted upon residents of this Commonwealth;
and be it further
RESOLVED, That copies of this resolution be transmitted to
the President of the United States, the Vice President of the
United States, the United States Secretary of Energy, the
presiding officers of Congress, the chair and ranking member of

the Senate Committee on Commerce, Science and Transportation,
the chair and ranking member of the Senate Committee on
Environment and Public Works, the chair and ranking member of
the House Committee on Energy and Commerce, the chair and
ranking member of the House Committee on Transportation and
Infrastructure, each member of Congress from Pennsylvania and
the Governor.
