A CONCURRENT RESOLUTION
Extending in whole the disaster emergency declared on January
28, 2022, and extended on February 9, 2022, in response to
the Forbes Avenue/Fern Hollow Bridge collapse.
WHEREAS, On January 28, 2022, the Governor issued a
proclamation declaring a disaster emergency in response to the
collapse of the Forbes Avenue/Fern Hollow Bridge in the City of
Pittsburgh, Allegheny County; and
WHEREAS, On February 9, 2022, the General Assembly extended
in whole the disaster emergency in response to the collapse of
the Forbes Avenue/Fern Hollow Bridge until March 31, 2022; and
WHEREAS, Multiple vehicles were driving on the bridge at the
time of the collapse; and
WHEREAS, Motorists and first responders sustained injuries as
a result of the collapse; and
WHEREAS, The City of Pittsburgh and surrounding political
subdivisions continue to experience adverse effects, including
ongoing traffic disruptions in and around the scene of the

incident; and
WHEREAS, These adverse effects are of such magnitude or
severity as to render essential the Commonwealth's
supplementation of county and municipal efforts and resources
and the activation of all applicable State, county, and
municipal emergency response plans; and
WHEREAS, The proclamation of disaster emergency is set to
expire on March 31, 2022; and
WHEREAS, Extending the disaster emergency is necessary to
alleviate the continual traffic disruption and provide resources
for the deconstruction and reconstruction of the bridge; and
WHEREAS, The recovery period associated with this disaster
has not concluded; and
WHEREAS, Extending the disaster emergency will help to ensure
the Department of Transportation is eligible to receive
emergency relief funding from the Federal Highway Administration
to assist the City of Pittsburgh; and
WHEREAS, The powers and duties afforded to executive branch
agencies to maintain response operations necessary to recover
from disasters under Title 35 of Pennsylvania's Consolidated
Statutes will expire on March 31, 2022, when the proclamation of
disaster emergency is set to expire, unless otherwise extended
by the General Assembly; therefore be it
RESOLVED (the Senate concurring), That the General Assembly,
in accordance with section 20 of Article IV of the Constitution
of Pennsylvania, extend the disaster emergency declared on
January 28, 2022, from March 31, 2022, to February 18, 2023; and
be it further
RESOLVED, That the disaster emergency will terminate by
operation of law, and will not be further extended unless upon

affirmative action of the General Assembly on or before February
18, 2023; and be it further
RESOLVED, That upon adoption of this concurrent resolution of
both chambers of the General Assembly, the Chief Clerk of the
Senate and the Chief Clerk of the House of Representatives
notify the Governor of the General Assembly's action; and be it
further
RESOLVED, That the Chief Clerk of the Senate and the Chief
Clerk of the House of Representatives transmit this concurrent
resolution to the Legislative Reference Bureau for publication
in the Pennsylvania Bulletin pursuant to 45 Pa.C.S. ยง 725(a)(4);
and be it further
RESOLVED, That this concurrent resolution shall take effect
immediately.
