A RESOLUTION
Condemning the Russian Federation Council's vote to allow
Russian President Vladimir Putin to use the Russian army
outside the territory of the Russian Federation and
condemning Russian President Vladimir Putin for launching an
invasion of Ukraine, and expressing support for Ukrainian
Americans in Pennsylvania.
WHEREAS, The Russian parliament's upper house, the Federation
Council, voted on February 22, 2022, to allow President Vladimir
Putin to use the Russian army outside the territory of the
Russian Federation; and
WHEREAS, After weeks of speculation and posturing, Russia
invaded Ukraine in the early morning hours of February 24, 2022;
and
WHEREAS, In a televised speech, Russian President Vladimir
Putin announced a military operation in eastern Ukraine; and
WHEREAS, President Putin stated that Russia was entering
Ukraine as an act of self-defense; and

WHEREAS, Russian forces invaded in a coordinated attack by
land, air and sea; and
WHEREAS, Ukrainian troops fought Russian forces along the
entire Ukrainian border; and
WHEREAS, Russian tanks and troops entered Ukraine from
neighboring Belarus in the north, Russia in the east and the
coasts of the Black Sea and the Sea of Azov in the south; and
WHEREAS, Russia carried out missile strikes on Ukrainian
infrastructure while denying attacks on civilians; and
WHEREAS, Foreign correspondents have reported the sounds of
missile impacts near the cities of Kyiv, Kramatorsk and Odesa;
and
WHEREAS, Ukrainian civilians have fled and major highways
have been choked with traffic; and
WHEREAS, In cities like Kyiv, residents were forced to
shelter in subway stations and basements as air raid sirens
blared; and
WHEREAS, Hundreds of Ukrainian civilians and soldiers have
been killed and thousands have been wounded thus far; and
WHEREAS, World leaders have condemned the Russian invasion,
including United States President Joe Biden, United Kingdom
Prime Minister Boris Johnson, European Commission President
Ursula von der Leyen and NATO Secretary General Jens
Stoltenberg; and
WHEREAS, Leaders at all levels must oppose this unprovoked
Russian act of aggression; and
WHEREAS, We must stand with Ukrainians in this dark hour; and
WHEREAS, We must show support for the over 122,000 Ukrainian
Americans living in Pennsylvania; therefore be it
RESOLVED, That the House of Representatives of the

Commonwealth of Pennsylvania condemn the Russian Federation
Council's vote to allow Russian President Vladimir Putin to use
the Russian army outside the territory of the Russian Federation
and Russian President Vladimir Putin for launching an invasion
of Ukraine, and expressing support for Ukrainian Americans in
Pennsylvania; and be it further
RESOLVED, That a copy of this resolution be transmitted to
President Joe Biden, Vice President Kamala Harris, United States
Secretary of State Antony Blinken, United States Secretary of
Defense Lloyd Austin, United States Ambassador to the United
Nations Linda Thomas-Greenfield and to United States Ambassador
to the Russian Federation John J. Sullivan.
