A RESOLUTION
Urging the State Council on Interstate Educational Opportunity
for Military Children and the Military Interstate Children's
Compact Commission to expand eligibility in the Interstate
Compact on Educational Opportunity for Military Children to
members of the National Guard and Reserve who are not or did
not serve on active duty.
WHEREAS, The act of February 2, 2012 (P.L.42, No.6), known as
the Interstate Compact on Educational Opportunity for Military
Children Act, establishes the State Council on Interstate
Educational Opportunity for Military Children and authorizes the
Commonwealth of Pennsylvania to join the Interstate Compact on
Educational Opportunity for Military Children (Compact); and
WHEREAS, The compact, which was developed jointly by the
Council of State Government's National Center for Interstate
Compacts, the United States Department of Defense, numerous
national associations and Federal and State officials, eases
education transition issues faced by the children of active duty
service members transferring between school districts and
states; and

WHEREAS, It is the purpose of this compact to remove
challenges to educational success imposed on children of
military families because of frequent moves and deployment of
their parents in the key transitional areas of enrollment,
placement, attendance, eligibility and graduation; and
WHEREAS, Children of active duty members of the uniformed
services, National Guard and Reserve on active duty orders,
commissioned officers of the National Oceanic and Atmospheric
Administration and Public Health Service and members or veterans
who are medically discharged or retired for one year are
eligible for assistance under the compact; and
WHEREAS, The compact also covers students of members who
perish on active duty for a period of one year following their
death; and
WHEREAS, The compact does not apply to inactive members of
the National Guard and Reserve; and
WHEREAS, With approximately 19,000 soldiers, the Pennsylvania
Army National Guard, a reserve component of the United States
Army, and the Pennsylvania Air National Guard, a reserve
component of the United States Air Force, play an important role
in the nation's defense and supporting the Commonwealth of
Pennsylvania in times of need; and
WHEREAS, Military members defend the Constitution of the
United States and will go wherever they are asked, securing and
facilitating a smooth transition so the members' children can
continue to develop the childrens' education is a great benefit
to the families; and
WHEREAS, The Commonwealth of Pennsylvania owes a debt of
gratitude to all those who wear the uniform in this country for
the ethics of their service and willingness to volunteer; and

WHEREAS, The inclusion of National Guard and Reserve members
who are not or did not serve on active duty would help bring
consistent educational support to the children of these service
members; and
WHEREAS, The Commonwealth of Pennsylvania reinforces its
membership in a commitment to the Interstate Compact on
Educational Opportunity for Military Children and its commitment
to military students to remove all educational barriers for
military families; therefore be it
RESOLVED, That the Pennsylvania House of Representatives urge
the State Council on Interstate Educational Opportunity for
Military Children and the Military Interstate Children's Compact
Commission to expand eligibility in the Interstate Compact on
Educational Opportunity for Military Children to members of the
National Guard and Reserve who are not or did not serve on
active duty; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the State Council on Interstate Educational Opportunity for
Military Children, the Military Interstate Children's Compact
Commission, the Council of State Government's National Center
for Interstate Compacts and the United States Department of
Defense.
