WHEREAS, It is the purpose of this compact to remove
challenges to educational success imposed on children of
military families because of frequent moves and deployment of
their parents in the key transitional areas of enrollment,
placement, attendance, eligibility and graduation; and
WHEREAS, Children of active duty members of the uniformed
services, National Guard and Reserve on active duty orders,
commissioned officers of the National Oceanic and Atmospheric
Administration and Public Health Service and members or veterans
who are medically discharged or retired for one year are
eligible for assistance under the compact; and
WHEREAS, The compact also covers students of members who
perish on active duty for a period of one year following their
death; and
WHEREAS, The compact does not apply to inactive members of
the National Guard and Reserve; and
WHEREAS, With approximately 19,000 soldiers, the Pennsylvania
Army National Guard, a reserve component of the United States
Army, and the Pennsylvania Air National Guard, a reserve
component of the United States Air Force, play an important role
in the nation's defense and supporting the Commonwealth of
Pennsylvania in times of need; and
WHEREAS, Military members defend the Constitution of the
United States and will go wherever they are asked, securing and
facilitating a smooth transition so the members' children can
continue to develop the childrens' education is a great benefit
to the families; and
WHEREAS, The Commonwealth of Pennsylvania owes a debt of
gratitude to all those who wear the uniform in this country for
the ethics of their service and willingness to volunteer; and
