A RESOLUTION
Honoring the life of Congressman William Floyd Clinger, Jr., and
expressing condolences.
WHEREAS, Congressman William Floyd Clinger, Jr., was born in
Warren, Pennsylvania, on April 4, 1929; and
WHEREAS, Congressman Clinger graduated from Johns Hopkins
University in Baltimore, Maryland, in 1951, and served as a
lieutenant in the United States Navy from 1951 to 1955; and
WHEREAS, Congressman Clinger worked at the New Process
Company from 1955 until 1962; and
WHEREAS, Congressman Clinger entered law school in 1962 at
University of Virginia and was admitted to the Pennsylvania Bar
in 1965; and
WHEREAS, Congressman Clinger served as a delegate to the
Pennsylvania Constitutional Convention in 1967 and a delegate to
the Republican National Convention in 1972; and
WHEREAS, Congressman Clinger was elected to the 96th Congress
in 1979 representing northwestern Pennsylvania; and
WHEREAS, Congressman Clinger was reelected eight times,

serving in each Congress from the 96th Congress through the
104th Congress, retiring in January 1997; and
WHEREAS, In the 104th Congress, Congressman Clinger was
chairman of the Committee on Oversight and Reform; and
WHEREAS, Congressman Clinger died at 92 years of age on May
28, 2021; therefore be it
RESOLVED, That the House of Representatives honor the life of
Congressman William Floyd Clinger, Jr., and express condolences
for his passing.
