AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in transfer of State highways, further providing
for definitions and establishing the Traffic Signal
Modernization Pilot Program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 9201 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding definitions to read:
§ 9201. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Adaptive signal control technology." A traffic signal
system that utilizes sensors to monitor traffic flow, vehicle
delay and queues in order to optimize the timing plan of the
traffic signal in real time.

"Traffic signal technology." Any of the following:

signals.
(2) Adaptive signal control technology.
Section 2. Title 75 is amended by adding a section to read:
§ 9209. Traffic Signal Modernization Pilot Program.
(a) Establishment.--The Traffic Signal Modernization Pilot
Program is established as a pilot program within the department.
Money appropriated for the pilot program shall be used by the
department for the issuance of grants to municipalities located
within counties of the third through eighth class for the
purpose of installing traffic signal technology on traffic
signals located on a State highway.
(b) Application period.--The department shall receive
applications for the pilot program from municipalities for an
application period beginning no later than 90 days after the
effective date of this section. The application period under
this subsection shall be no less than 30 days. The department
may not accept applications for the pilot program after the
expiration of the application period.
(c) Submission of applications.--A municipality may submit
an application for the pilot program to the department during
the application period under subsection (b) on a form and in a
manner required by the department.
(d) Review of applications.--Upon receipt of the
applications under subsection (c), the department shall review
the applications on a rolling basis for approval under
subsection (e).
(e) Requirements for approval.--An application submitted by
a municipality under subsection (c) may be approved by the
department if the application includes all of the following
information:

(1) The State highway on which the municipality proposes
to install traffic signal technology.
(2) A description of the proposed traffic signal
technology on the proposed State highway under paragraph (1).
(3) An estimate of the cost of the proposed traffic
signal technology under paragraph (2).
(4) A description of the need for the proposed traffic
signal technology under paragraph (2), including a
demonstration of the growth in the traffic of the proposed
State highway segment.
(5) Any other information as may be required by the
department.
(f) Acceptance and award.--From money appropriated for the
pilot program under this section, the department shall award
grants to municipalities for the installation of traffic signal
technology.
Section 3. This act shall take effect in 60 days.
