the act of March 10, 1949 (P.L.30, No.14), known as the
Public School Code of 1949.
(2) A university within the State System of Higher
Education.
(3) The Pennsylvania State University.
(4) The University of Pittsburgh.
(5) Temple University.
(6) Lincoln University.
(7) Any other institution that is designated as "State-
related" by the Commonwealth.
Section 3. Blood donor leave.
(a) Leave request.--Except as provided under subsection (c),
all employees may request and shall be granted two consecutive
hours in a workday to serve as a voluntary blood donor if the
employee provides written verification from the physician of the
individual or the facility involved with the blood donation that
the employee will serve as a voluntary blood donor. An employee
may submit a request for leave of absence under this section no
more than four times in one calendar year.
(b) Compensation and protections.--An employee who is
granted a leave of absence under this section shall receive
leave without loss of seniority, pay, vacation time, personal
days, sick leave, insurance and health coverage benefits or
earned overtime accumulation. The employee shall be compensated
at the employee's regular rate of pay for the regular work hours
during which the employee is absent from work.
(c) Collective bargaining.--A collective bargaining
agreement which covers employees may provide more leave than is
granted under this act.
(d) Eligibility.--For the duration of time that an employee
