AN ACT
Prohibiting Commonwealth entities from expending certain funds
on association dues.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Commonwealth
Funds for Association Dues Prohibition Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Association." As defined in 15 Pa.C.S. ยง 102 (relating to
definitions).
"Association dues." A monetary obligation, the payment of
which entitles an individual or Commonwealth entity to the
rights, privileges and benefits of membership in an association.
"Commonwealth entity." All of the following:
(1) The Governor and a department, board, commission,

authority and an officer and agency of the Commonwealth.
(2) A court or other officer or agency of the unified
judicial system.
(3) The General Assembly and any of its officers and
agencies.
(4) A board, commission or other agency and officer of
the Commonwealth that is not subject to the policy
supervision and control of the Governor.
"Commonwealth funds." Any money appropriated to, or
otherwise available for expenditure by, a Commonwealth entity
from a fund or an account in the State Treasury.
Section 3. Prohibition.
No Commonwealth entity may use Commonwealth funds for the
payment of association dues.
Section 4. Applicability.
This section shall apply to association dues that are due and
payable after the effective date of this section.
Section 5. Effective date.
This act shall take effect in 60 days.
