The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:

PRELIMINARY PROVISIONS

Section 101. Short title.
This act shall be known and may be cited as the Congressional
Redistricting Act of 2021.
Section 102. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Secretary." The Secretary of the Commonwealth.
CHAPTER 3
ESTABLISHMENT OF CONGRESSIONAL DISTRICTS
Section 301. Congressional districts.
For the purpose of electing representatives of the people of
Pennsylvania to serve in the House of Representatives in the
Congress of the United States, this Commonwealth shall be
divided into 17 districts which shall have one Congressman each,
as follows:
(1) The First District is composed of all of Bucks
County and part of Montgomery County consisting of the
townships of Franconia, Hatfield, Horsham Districts 02
(Divisions 01(CD1), 01(CD4) and 03) and 04 (Divisions 02 and
03), Marlborough, Montgomery, Salford and Upper Hanover and
the boroughs of East Greenville, Green Lane, Hatfield,
Lansdale, Pennsburg, Red Hill, Souderton and Telford
(Montgomery County Portion).
(2) The Second District is composed of part of
Philadelphia County consisting of the city of Philadelphia
Wards 05, 07, 14, 16 (Divisions 02 and 07), 18, 19, 20, 23,
25, 31, 32 (Divisions 02, 05, 06, 07, 08, 09, 12, 15, 28 and
29), 33, 35, 37, 41, 42, 43, 45, 47 (Divisions 02, 03, 04,
05, 06, 07, 08, 09, 10, 11, 12, 13 and 14), 49, 53, 54, 55,

Limerick, Lower Frederick, Lower Gwynedd, Lower Merion, Lower
Moreland, Lower Pottsgrove, Lower Providence, Lower Salford,

Towamencin, Upper Dublin, Upper Frederick, Upper Gwynedd,

(6) The Sixth District is composed of part of Berks
County consisting of the city of Reading and the townships of
Alsace, Amity, Bern, Bethel, Brecknock, Caernarvon,
Colebrookdale, Cumru, District, Douglass, Earl, Exeter,
Heidelberg, Jefferson, Lower Alsace, Lower Heidelberg,
Marion, Muhlenberg, North Heidelberg, Oley, Penn, Pike,
Robeson, Rockland, Ruscombmanor District 01, South
Heidelberg, Spring, Tulpehocken, Union and Upper Tulpehocken
and the boroughs of Adamstown (Berks County Portion),

Tilden, Upper Bern, Washington and Windsor and the boroughs
of Bally, Centerport, Fleetwood, Hamburg, Kutztown, Leesport,
Lenhartsville, Lyons, Shoemakersville and Topton; all of
Lehigh County and all of Northampton County.
(8) The Eighth District is composed of all of Bradford
County; all of Lackawanna County; part of Luzerne County
consisting of the cities of Pittston and Wilkes-Barre and the
townships of Dallas, Exeter, Franklin, Jackson, Jenkins,
Kingston, Lake, Lehman, Pittston, Plains, Plymouth, Ross and
Wilkes-Barre and the boroughs of Avoca, Dallas, Dupont,

County and part of Lebanon County consisting of the city of
Lebanon and the townships of Annville District East, East
Hanover, Heidelberg, Jackson Districts East and West,
Millcreek, North Cornwall, North Lebanon, North Londonderry,
South Annville, South Lebanon, South Londonderry, Union
District Lickdale, West Cornwall and West Lebanon and the
boroughs of Cleona, Cornwall, Mount Gretna, Myerstown,
Palmyra and Richland.
(12) The Twelfth District is composed of all of
Armstrong County; part of Blair County consisting of the
townships of Allegheny Districts 02 and 04, Antis, Logan
District 06 and Snyder and the boroughs of Bellwood,
Tunnelhill (Blair County Portion) and Tyrone; part of Butler
County consisting of the townships of Buffalo, Clearfield,
Clinton, Donegal, Oakland, Parker, Summit, Venango,
Washington and Winfield and the boroughs of Bruin, Cherry
Valley, Chicora, East Butler and Eau Claire; part of Cambria
County consisting of the city of Johnstown and the townships
of Allegheny, Barr, Blacklick, Cambria, Chest, Clearfield,
Cresson, Croyle, Dean, East Carroll, East Taylor, Elder,
Gallitzin, Jackson, Lower Yoder, Middle Taylor, Munster,

Districts 01, 02, 03, 04, 05 and 07, North Woodbury, Taylor,
Tyrone and Woodbury and the boroughs of Duncansville,
Hollidaysburg, Martinsburg, Newry, Roaring Spring and
Williamsburg; part of Cumberland County consisting of the
townships of East Pennsboro, Hopewell, Lower Mifflin,
Shippensburg, Southampton, Upper Frankford and West Pennsboro
Precinct Upper and the boroughs of Camp Hill, Newburg and

Middlesex, Muddycreek, Penn, Slippery Rock and Worth and the
boroughs of Callery, Connoquenessing, Evans City, Fairview,
Harmony, Harrisville, Karns City, Mars, Petrolia,
Portersville, Prospect, Saxonburg, Seven Fields, Slippery
Rock, Valencia, West Liberty, West Sunbury and Zelienople;
all of Crawford County; all of Erie County; all of Lawrence
County; all of Mercer County and all of Venango County.
(17) The Seventeenth District is composed of part of
Allegheny County consisting of the townships of Aleppo,
Collier, Crescent, East Deer, Fawn, Findlay, Frazer, Hampton,
Harmar, Harrison, Indiana, Kennedy, Kilbuck, Leet, Marshall,
McCandless, Moon, Neville, North Fayette, O'Hara, Ohio, Pine,

Hills, Houston, McDonald (Washington County Portion) and
Midway.
Section 302. Current officeholders and vacancies.
(a) Current officeholders.--The members of Congress now in
office shall continue in the office until the expiration of
their respective terms.
(b) Vacancies.--Vacancies now existing or happening after
the passage of this chapter and before the commencement of the
terms of the members elected at the election of 2022 shall be
filled for the unexpired terms from the districts formerly
prescribed by law.
Section 303. Missed political subdivision.

In the event any political subdivision or part thereof should
be omitted in the description of the congressional districts,
the political subdivision or part thereof shall be included as a
part of the congressional district which completely surrounds
it. Should any omitted political subdivision or part thereof be
not completely surrounded by one congressional district, it
shall become a part of that congressional district to which it
is contiguous, or if there are two or more such contiguous
districts, it shall become a part of that congressional district
contiguous thereto which has the least population.
Section 304. Duty to publish notice of redistricting.
The secretary shall publish notice of the congressional
districts as established at least once in at least one newspaper
of general circulation in each county in which such newspapers
are published. The notice shall contain legal descriptions for
all congressional districts in the county in which the
publication is made. The notice shall also state the population
of the districts having the smallest and largest populations and
the percentage variation of such districts from the average
population for congressional districts.
CHAPTER 15
MISCELLANEOUS PROVISIONS
Section 1501. Effective date.
This act shall take effect immediately.
