AN ACT
Amending the act of August 9, 1955 (P.L.323, No.130), entitled
"An act relating to counties of the first, second class A,
third, fourth, fifth, sixth, seventh and eighth classes;
amending, revising, consolidating and changing the laws
relating thereto; relating to imposition of excise taxes by
counties, including authorizing imposition of an excise tax
on the rental of motor vehicles by counties of the first
class; and providing for regional renaissance initiatives,"
in county commissioners and chief clerks, further providing
for meetings, regular and special, and conduct of meetings
and notices and for quorum and execution of official
instruments.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 503 heading of the act of August 9, 1955
(P.L.323, No.130), known as The County Code, is amended and the
section is amended by adding a subsection to read:
Section 503. Meetings, Regular and Special; Conduct of
Meetings; Notices; Participation by Telecommunications Device.--

(c) The commissioners may provide for participation in
public meetings by commissioners and the public by means of
telecommunications devices such as telephones or computer

terminals that permit, at a minimum, audio communication between
locations.
Section 2. Section 504(a) of the act is amended to read:
Section 504. Quorum; Execution of Official Instruments.--(a)
The commissioners shall constitute a board, two members of which
shall be a quorum for the transaction of business, and, when
convened after notice, shall be competent to perform all the
duties appertaining to the office of county commissioners.
Commissioners participating in a meeting by means of
telecommunications devices authorized under section 503(c) shall
be counted in establishing a quorum.

Section 3. This act shall take effect in 60 days.
