AN ACT
Amending Title 65 (Public Officers) of the Pennsylvania
Consolidated Statutes, in lobbying disclosure, further
providing for definitions and for prohibited activities.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 13A03 of Title 65 of the Pennsylvania
Consolidated Statutes is amended by adding a definition
DEFINITIONS to read:
§ 13A03. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:

"Campaign consultant." An individual that WHO receives
compensation for PROFESSIONAL campaign-related professional
services , INCLUDING, BUT NOT LIMITED TO, POLITICAL, STRATEGIC,

ADVISORY OR FUNDRAISING SERVICES, rendered to a campaign to
elect an individual to office.

"OFFICE OF A STATE OFFICIAL." ANY STAFF, WHETHER COMPENSATED
OR UNCOMPENSATED, WHO ARE SUPERVISED OR MANAGED BY A STATE
OFFICIAL AND WHO ARE INVOLVED IN LEGISLATIVE ACTION OR
ADMINISTRATIVE ACTION.

Section 2. Section 13A07(f)(1) of Title 65 is amended by
adding a subparagraph to read:
§ 13A07. Prohibited activities.

(f) Unlawful acts.--
(1) A lobbyist or principal may not:

(xi) Engage in lobbying a State official or a State
employee on the State official's staff after serving as a
campaign consultant for the State official or after
having a pecuniary interest in a campaign consultant that
rendered campaign consulting services for the State
official. This prohibition shall only apply for the term
in which the State official was elected and for which the
campaign consulting services were provided.
(XI) ENGAGE IN LOBBYING A STATE OFFICIAL OR THE
OFFICE OF A STATE OFFICIAL AFTER SERVING AS A CAMPAIGN
CONSULTANT FOR THE STATE OFFICIAL OR AFTER HAVING A
PECUNIARY INTEREST IN A CAMPAIGN CONSULTANT THAT RENDERED
SERVICES FOR THE STATE OFFICIAL. THIS PROHIBITION SHALL
APPLY FOR ONE YEAR AFTER THE DATE OF THE ELECTION FOR
WHICH THE SERVICES WERE RENDERED.
