AN ACT
Designating a bridge, identified as Bridge Key 23851, on
Pennsylvania Route 309 over the Nescopeck Creek in Butler
Township, Luzerne County, as the SP4 Walter J. Leib Memorial
Bridge.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. SP4 Walter J. Leib Memorial Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) SP4 Walter J. Leib was born May 20, 1939, in
Hazleton.
(2) SP4 Leib graduated from Hazleton High School and
attended The Pennsylvania State University.
(3) An employee of the United States Department of
State, SP4 Leib served nine years in the foreign service,
including at the embassies in Manila, the Philippines and
Addis Ababa, Ethiopia.
(4) SP4 Leib was also a veteran of the United States

Army Security Agency where he served for three years.
(5) On June 27, 1972, SP4 Leib had recently returned to
the United States when he was killed in a car crash in
Virginia.
(b) Designation.--The bridge, identified as Bridge Key
23851, on Pennsylvania Route 309 over the Nescopeck Creek in
Butler Township, Luzerne County, is designated the SP4 Walter J.
Leib Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 2. Effective date.
This act shall take effect in 60 days.
