AN ACT
Amending the act of November 10, 1999 (P.L.491, No.45), entitled
"An act establishing a uniform construction code; imposing
powers and duties on municipalities and the Department of
Labor and Industry; providing for enforcement; imposing
penalties; and making repeals," in exemptions, applicability
and penalties, further providing for exemptions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 901 of the act of November 10, 1999
(P.L.491, No.45), known as the Pennsylvania Construction Code
Act, is amended by adding a subsection to read:
Section 901. Exemptions.

(j) Storm shelter requirements.--Section 423.4 of the 2018
International Building Code is excluded from the Uniform
Construction Code for all newly constructed public buildings,
including renovations and additions.
Section 2. This act shall apply retroactively to January 1,
2020.
Section 3. This act shall take effect in 60 days.
