AN ACT
Amending Title 30 (Fish) of the Pennsylvania Consolidated
Statutes, in fishing licenses, providing for first
responders.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 30 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
§ 2707.3. First responders.
(a) Resident fishing license.--A first responder who meets
the qualifications under section 2701 (relating to resident
fishing licenses) shall be issued an annual resident fishing
license at the cost of $1 upon application to the commission or
a county treasurer. An application submitted by a first
responder shall, in addition to any information required under
section 2701, contain a statement that the applicant is a first
responder.
(b) Proof of eligibility.--The commission shall develop
guidelines for establishing proof of eligibility for a resident

fishing license under this section.
(c) Issuance.--The commission may not issue a resident
fishing license under this section on or after December 31,
2022.
(d) Definition.--As used in this subsection, a "first
responder" means any of the following:
(1) A law enforcement officer, a firefighter, an
emergency medical technician, an emergency service
dispatcher, an ambulance driver or any other similar
individual who is deemed by the commission to respond to
requests for emergency assistance.
(2) A corrections officer at a correctional institution
as defined under 61 Pa.C.S. § 102 (relating to definitions).
Section 2. This act shall take effect in 60 days.
