AN ACT
Amending Title 25 (Elections) of the Pennsylvania Consolidated
Statutes, in voter registration, further providing for
qualifications to register.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1301 of Title 25 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 1301. Qualifications to register.

(d) Inmate notification.--Notwithstanding any other
provision of law to the contrary, the department shall notify an
inmate, in plainly written language, of the requirements for
eligibility to vote when the inmate is released from confinement
from a penal institution in this Commonwealth. The department
shall provide the inmate with the following information
separately from other forms and documentation provided to the
inmate when released from a penal institution:
(1) Voter registration application and written

instructions for properly returning the application.
(2) Written information regarding the ability to
register to vote electronically or in person.
Section 2. This act shall take effect in 60 days.
