AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in turnpike extensions and improvements, providing
for southern beltway projects.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 8914.2. Southern beltway projects.
(a) Duty of commission.--The commission shall construct,
operate and maintain the southern beltway projects described in
subsection (b) in an amount of not less than $500,000,000 from
the following funding sources:
(1) Any money of the commission that is unexpended,
uncommitted or unencumbered on the effective date of this
section.
(2) Any money of the commission that, for a period of
five years from the effective date of this section, is not
legally required to be expended, committed or encumbered,
including any money that is necessary to preserve the rights

of bondholders that exist on the effective date of this
section.
(3) Any money made available to the commission from the
Federal Government that may be expended under subsection (a).
(b) Description of projects.--The southern beltway projects
shall consist of the following:
(1) That portion of the highway that commences with the
interchange at I-79 near the line between Allegheny County
and Washington County and proceeds approximately 12.5 miles
eastward to a new interchange with SR 0837 in Union Township.
(2) That portion of the road that connects SR 0885
commencing in the City of Pittsburgh, Allegheny County, to
the Mon-Fayette Expressway.
(c) Report to General Assembly.--Within one year of the
effective date of this section, the commission shall prepare and
submit to the General Assembly a written report that explains
whether or not the issuance of debt by the commission or the
Commonwealth, or both, is necessary to complete the southern
beltway projects described in subsection (b).
Section 2. This act shall take effect in 60 days.
