AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in preliminary provisions, providing
for report on academic impact of COVID-19 pandemic.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 129. Report on Academic Impact of COVID-19
Pandemic.--(a) The Joint State Government Commission shall
conduct a study and issue reports under subsection (b) on the
academic impact of the COVID-19 pandemic on students in school
entities, which shall include the methods of instruction which
are most successful for students.
(b) The reports shall be submitted as follows:
(1) An initial report shall be submitted within thirty (30)
days of the effective date of this section .

(2) An interim report shall be submitted within sixty (60)
days after the submission of the initial report under paragraph
(1) .
(3) A final report shall be submitted within sixty (60) days
after the submission of the interim report under paragraph (2) .
(c) The reports shall be submitted to the chair and minority
chair of the Education Committee of the Senate and the chair and
minority chair of the Education Committee of the House of
Representatives.
(d) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection unless
the context clearly indicates otherwise:
"COVID-19 pandemic." As identified in the proclamation of
disaster emergency issued by the Governor on March 6, 2020,
published at 50 Pa.B. 1644 (March 21, 2020), and any renewal of
the state of disaster emergency.
"School entity." A school district, intermediate unit, area
career and technical school, charter school, regional charter
school or cyber charter school.
Section 2. This act shall take effect immediately.
