AN ACT
Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
"An act concerning elections, including general, municipal,
special and primary elections, the nomination of candidates,
primary and election expenses and election contests; creating
and defining membership of county boards of elections;
imposing duties upon the Secretary of the Commonwealth,
courts, county boards of elections, county commissioners;
imposing penalties for violation of the act, and codifying,
revising and consolidating the laws relating thereto; and
repealing certain acts and parts of acts relating to
elections," in penalties, providing for immunity from
liability for report of election misconduct.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of June 3, 1937 (P.L.1333, No.320), known
as the Pennsylvania Election Code, is amended by adding a
section to read:
Section 1855. Immunity from Liability for Report of Election
Misconduct.--(a) A person shall have immunity from civil and
criminal liability that might otherwise result from any of the
following:
(1) Making a report in good faith of a suspected crime

relating in any manner to the conduct of an election.
(2) Confessing to committing or being an accessory to the
commission of a crime relating in any manner to the conduct of
an election.
(3) Cooperating or consulting with an investigation relating
in any manner to the conduct of an election.
(4) Testifying in a judicial or investigatory proceeding
relating in any manner to the conduct of an election.
(b) The Attorney General shall implement a program to pay a
reward of at least five thousand dollars ($5,000) to a person
who makes a report under subsection (a)(1) leading to the arrest
and conviction of an offender for a crime relating in any manner
to the conduct of the election.
(c) The Secretary of the Commonwealth shall cause to be
printed on each absentee ballot and mail-in ballot a statement
that a reward of at least five thousand dollars ($5,000) is
offered for a report of election fraud that leads to the arrest
and conviction of the offender.
Section 2. This act shall take effect in 60 days.
