A RESOLUTION
Adopting a temporary rule of the Senate relating to bills and
amendments to be considered in session for the period
November 1 through November 30, 2020.
RESOLVED, That the Senate adopt a temporary rule to read:
TEMPORARY RULE
I. Bills and Amendments During Sine Die
1. During any session of the Senate from November 1 through
November 30, 2020, the Senate shall only consider the full
subject matter of appropriations bills, budget implementation
bills and amendments thereto as qualified by the Temporary
Budget Rule of 2019-2020 (Senate Resolution 400). For the
purposes of this rule, budget implementation bills include, but
are not limited to, bills that include provisions necessary to
implement a General Appropriation Bill and any bill that amends
the following:
a. The act of April 9, 1929 (P.L.177, No.175), known as The
Administrative Code of 1929;
b. The act of April 9, 1929 (P.L.343, No.176), known as The

Fiscal Code;
c. The act of March 10, 1949 (P.L.30, No.14), known as the
Public School Code of 1949;
d. The act of June 13, 1967 (P.L.31, No.21), known as the
Human Services Code; and
e. The act of March 4, 1971 (P.L.6, No.2), known as the Tax
Reform Code of 1971.
f. Any bill that will generate at least $50 million in
revenue for deposit in the General Fund on a recurring annual
basis.
II. Suspension
This temporary rule may be temporarily suspended only by a
two-thirds vote of the members elected to the Senate.
III. Nonapplicability
Rule 25 of the Rules of the Senate, insofar as it applies to
a temporary suspension of the Rules of the Senate, shall not
apply to this temporary rule.
