A RESOLUTION
Designating May 25, 2019, as "Missing Adult Persons Remembrance
Day" in Pennsylvania.
WHEREAS, On any given day, it is estimated there are more
than 80,000 missing adult persons in the United States; and
WHEREAS, Currently more than 300 adults in this Commonwealth
are among the missing; and
WHEREAS, Persons go missing for a variety of reasons,
including mental illness, addiction, abduction, natural
disasters and intentional disappearance; and
WHEREAS, Missing adult person cases are difficult to solve
due to a lack of crime scene and forensic evidence; and
WHEREAS, Since the reporting of missing adult persons is
voluntary, the reporting rate is very low; and
WHEREAS, Even when missing adults are reported, Federal,
State, local and nonprofit databases are not connected, making
it challenging for advocates to share information; and
WHEREAS, The Pennsylvania State Police, local law enforcement

agencies, medical examiners, coroners, criminal justice
professionals and family members work to resolve these
difficult, heartbreaking cases; and
WHEREAS, The National Crime Information Center's Missing
Person File implemented in the Federal Bureau of Investigation
is a computerized database of documented criminal justice
information accessible only to law enforcement agencies; and
WHEREAS, NamUs, the National Missing and Unidentified Persons
System created by the United States Department of Justice in
2007, is a publicly searchable, online database that serves as a
national repository for case information on missing persons; and
WHEREAS, Increased coordination is necessary between our
national missing persons organizations so that stakeholders and
families find it easier to navigate the complex systems and
improve the ability to access critical information; therefore be
it
RESOLVED, That the Senate designate May 25, 2019, as "Missing
Adult Persons Remembrance Day" in Pennsylvania; and be it
further
RESOLVED, That the Senate recognize all missing adult persons
in our nation and our Commonwealth and laud the systems
currently in place and the work to be done to facilitate data
sharing and enhance reporting, investigation and resolution of
missing adult person cases.
