A RESOLUTION
Encouraging gender equity within the United States Soccer
Federation.
WHEREAS, The United States Soccer Federation is the single
common employer of male and female professional soccer players
who play on the United States Senior Men's National Soccer Team
and United States Senior Women's National Soccer Team,
respectively; and
WHEREAS, In 2015, the United States Senior Women's National
Soccer Team defeated the Japanese National Team to become the
2015 Federation Internationale de Football Association (FIFA)
Women's World Cup Champion; and
WHEREAS, The 2015 World Cup Championship victory by the
United States Women's National Soccer Team made the team the
first three-time FIFA Women's World Cup winners; and
WHEREAS, The United States Soccer Federation has a mission to
"promote and govern soccer in the United States in order to make
it the preeminent sport recognized for excellence in
participation, spectator appeal, international competition and

gender equality"; and
WHEREAS, Current United States Soccer Federation President
Carlos Cordeiro has stated that "our women's teams should be
respected and valued as much as our men's teams, but our female
players have not been treated equally"; and
WHEREAS, President Cordeiro's statements regarding the
federation's treatment of female players not only affects
female players' paychecks but where they play, how often they
play, how they train, the medical treatment they receive and how
they travel to and from matches; and
WHEREAS, Under the current pay structure, if the Men's
National Soccer Team and the Women's National Soccer Team were
to play and win 20 friendly matches a year, the male players
would earn an average of $263,320 or $13,166 per game while the
female players would earn an average of $99,000 or $4,950 per
game; and
WHEREAS, The current and former members of the United States
Senior Women's National Team are entitled to equal pay under the
Federal Equal Pay Act of 1963, and by paying the female players
less than their male counterparts, the current and former
members of the team have a strong legal case of pay
discrimination; and
WHEREAS, In order to further equality in sports both locally
and nationally, it is important that the leading organizations
in professional sports are held to their core mission of
promoting gender equality; and
WHEREAS, Sports organizations that are representing the
United States throughout the world should be held to the highest
standards and should treat all of their players, regardless of
their gender, equally; therefore be it

RESOLVED, That the Senate of the Commonwealth of Pennsylvania
encourage the United States Soccer Federation to follow its
mission of promoting gender equity by ensuring that members of
the United States Senior Men's National Team and the United
States Senior Women's National Team receive equal pay, equal
access to training, equal access to medical treatment and equal
travel arrangements to and from matches; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the United States Soccer Federation.
