AN ACT
Designating the portion of Youngsburg Road-State Road 3043 in
South Coatesville Borough, from the intersection of Modena
Road to the southern border of South Coatesville Borough, as
the Zachariah Walker Memorial Road.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Zachariah Walker Memorial Road.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Zachariah Walker was an African-American steelworker
who was burned to death by a mob on August 13, 1911.
(2) Fifteen local men and teenage boys were indicted for
their involvement in Mr. Walker's death but were acquitted of
all charges.
(3) Nationwide outrage over Mr. Walker's death led to
the national anti-lynching campaign implemented by the
National Association for the Advancement of Colored People
and inspired this Commonwealth's 1923 anti-lynching law.
(b) Designation.--The portion of Youngsburg Road-State Road

Modena Road to the southern border of South Coatesville Borough,
is designated the Zachariah Walker Memorial Road.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the road to
traffic in both directions on the road.
Section 2. Effective date.
This act shall take effect in 60 days.
